Drawing on insights from 115 community land trusts (CLTs), Preserving Affordable Homeownership: Municipal Partnerships with Community Land Trusts , a new 2024 Policy Focus Report released by The Lincoln Institute of Land Policy , explores how CLTs are partnering with public officials to help address the housing affordability crisis.

Despite that attention, however, some in the industry have chafed at the portrayal of land-lease communities by government housing authorities. In June, HUD announced the launch of a new program designed to allow for the purchase, refinance or renovation of manufactured home communities under an FHA-sponsored loan program.
Example: Landlease. In a large development of approximately 300 houses, four of them were on a 99-year landlease with 55 years remaining. Reason was it was the last portion of the block of land, and the owner wouldn’t sell, but did agree to the landlease.
But the characterization of the program’s intent was a point of concern for Lesli Gooch, CEO of the Manufactured Housing Institute (MHI). Program details Gooch explained that MHI is encouraged by greater government involvement in the manufactured housing sector — especially considering the affordability challenges that persist nationwide.
